Why did Obama not show up to vote on the Unemployment Compensation Act?

The bill was defeated by only 3 votes. Obama says he's the agent of hope and change, yet he could not be bothered to vote on an emergency bill to help unemployed Americans. McCain also did not vote, but Obama is the one spouting hope and change.
