Does anyone out there know the title (and author, if possible) of this paperback novel from 1960's?

Main character was lazy farmer who sat on porch and watched his mule die, looked through large hole in living room chimney, and had friend named "Ex-Senator" who was named for an ex-senator. Also got a governtment welfare check and used it as collateral for purchases; thought WPA had come back.
