Whats going on with this guy?

I like this guy and things aren't progressing for obvious reasons. We see each other and stare, but never say anything, it's annoying. I want him to talk to me because i'm obviously too shy. I don't think he thinks I feel the same though because I didn't stare anymore because I was nervous and I want him to talk to me. We've never spoken a word to each other, but people do know I like him; although I've never told him. I think it's good in a way because i'm getting use to him, but I never say anything. I know the answer seems blatant "speak to him" but it's complicated. Maybe i'm nervous because I never really dated and i'm 17. Any advice? I thought about walking up to him, but I don't know. I have a feeling this isn't going anywhere and i'm scared to prevent it. :(
