Muslims Pray to the East?

I was in an airport and saw a muslim man praying in an easterly direction. I know that they do this because Mecca is in the east. If a devout follower is located to the east of Mecca, do they pray to the west? And if they are living in the city of Mecca, which direction does one pray?
